驻芝加哥总领事赵建在领区英文媒体发表署名文章<br>《坚持以人民为中心的发展思想,促进人的全面发展<br>和公平正义——谈谈中国的发展观和民主观》

    12月2日和9日,赵建总领事分别在美中西部地区英文媒体《底特律自由报》、《芝加哥太阳时报》发表署名文章《坚持以人民为中心的发展思想,促进人的全面发展和公平正义——谈谈中国的发展观和民主观》。


    文章指出,发展是人类社会的永恒追求。当前,新冠肺炎疫情仍在全球肆虐,全球经济复苏失衡,发展中国家和各国贫困人口首当其冲。社会公平正义以及世界和平与发展事业面临新的挑战,也受到更多关注。中国作为世界上最大的发展中国家,为促进人的全面发展、维护和促进公平正义进行了长期探索,付出了巨大努力,取得了举世瞩目的成就,总结和积累了重要经验。


    文章指出,要促进人的全面发展和社会公平正义,需要建立真正的民主制度,需要全力推动经济社会可持续发展,需要既推动经济增长,做大蛋糕,也要分好蛋糕。

    文章强调,一个国家的制度是不是民主,要看其能否代表最广大人民的整体利益和根本利益。民主不是口号,不是摆设,而是要真正反映人民愿望,体现人民利益,维护人民权益,增进人民福祉。中国实行符合自身国情的人民代表大会制度和政治协商制度,中国人的民主是全过程民主,实现了过程民主和成果民主、程序民主和实质民主、直接民主和间接民主、人民民主和国家意志相统一,把民主选举、民主协商、民主决策、民主管理、民主监督等各个环节贯通起来,也真正地体现了人民当家作主。

    文章指出,当今世界处于全球化时代,各国联系日益紧密,传统和非传统安全问题相互交织,各国从未像今天这样休戚与共,命运相连。一个和平发展的世界应该承载不同形态的文明,必须兼容走向现代化的多样道路。一国的成功并不意味着他国的衰落和失败。这个世界完全容得下各国共同成长和进步。世界要公道,不要霸道。各国要坚持对话而不对抗,包容而不排他,构建相互尊重、公平正义、合作共赢的新型国际关系,共同维护世界和平安全,促进人权特别是发展权,为发展营造良好的环境。

    文章指出,疫情仍在蔓延,各国理应深化抗疫合作,共同战胜疫情挑战。面对世界经济复苏脆弱的严峻形势以及经济全球化遭遇的疾风逆流,各国应深化全球发展伙伴关系,加快落实联合国2030年可持续发展议程,构建全球发展命运共同体。中国将继续深化改革,扩大高水平开放,促进绿色发展,推动高质量共建“一带一路”,同世界分享发展机遇。中方也愿同各国加强宏观经济政策沟通协调,坚决反对单边主义、保护主义,携手构建开放型世界经济,推动全球化朝着更加开放、包容、普惠、平衡、共赢的方向发展,推动人类走向更加美好的未来。

China's Vision of Development and Democracy:

Put People First and Promote People's All-round Development in Pursuit of Equity and Justice

Development is the eternal pursuit of human society. Yet the ravaging COVID-19 and unbalanced global economic recovery have hit developing countries and the impoverished people the hardest, posing new challenges to social equity, justice and world peace and developmentas an issue of growing concern. As the largest developing country in the world, China has made long-standing efforts to promote the all-round development of the people and uphold and advance social equity and justice with remarkable achievements. Here I would like to share some of the most important experience China has gained in this area.

To promote the all-round development of the people and advance social equity and justice, we need to build a truly democratic system.

Democracy, a shared value of humanity, is a key tenet unswervingly upheld by the CPC and the Chinese people. To judge whether a system is democratic or not, the yardstick should be whether it can represent the overall and fundamental interests of the people. Democracy is not a slogan, nor an ornament for decoration. True democracy should reflect people's will, embody people's interests, protect the people's rights and benefits, and promote people's welfare.

In China, democracy is practiced through the system of people's congresses and the system of political consultation which suit China's national conditions and have enabled the Chinese people to exercise state power and participate in the political life of the country.

Chinese democracy is a whole-process democracy, which has not only a complete set of institutions and procedures, but also the full participation of the people in day-to-day political activities, including democratic elections, political consultation, decision-making and supervision. It protects the people's interests in both the process and end results, combines procedural and substantive democracy, direct and indirect democracy, and integrates people's democracy with the state will, making the people the true masters of the country.

To promote the all-round development of the people and advance social equity and justice, we need to achieve sustainable economic and social development.

When the People's Republic of China was founded, it was one of the poorest countries in the world. Over the past 72 years, under the leadership of the CPC and with the concerted efforts and hard work of the Chinese people, the New China has blazed a path of socialism with Chinese characteristics, and achieved remarkable success in national development. It has finished within several decades the industrialization process that took developed countries several hundred years to finish, built the world's second largest economy, and completed the building of a moderately prosperous society in all respects. It has eliminated abject poverty, built the world's largest middle-income group,put in place the world's largest social safety net and compulsory education system, and raised the life expectancy of Chinese citizens from 35 years in 1949 to 77.3 in 2019, giving the Chinese people one of the highest sense of security and self-fulfillment in the world.

To promote the all-round development of the people and advance social equity and justice, we need to make the cake bigger and more importantly distribute it better.

China is now focused on resolving the contradiction between unbalanced and inadequate development and the people's ever-growing needs for a better life. Taking development as the top priority, we are working hard to build a new paradigm of development for quality growth by following a new development vision of innovative, coordinated, green, open and shared development. In seeking development, we are committed to putting the people first, and pursuing common prosperity through quality growth. As President Xi Jinping has pointed out, no one should be left out in building the moderately prosperous society in all respects, and no one should be left behind in building common prosperity. 

To that end, we are doing our utmost to strike a balance between efficiency and equity by putting in place a well-coordinated and integrated system of primary, secondary and tertiary distribution and strengthening the adjustment role of taxation, social security and transfer payments, so as to ensure that the whole population will march towards prosperity together. We take seriously and work hard to meet people's growing demands for better democracy, rule of law, equity and justice, and better security and environment, and have made great efforts to modernize governance system and capability, promote people's all-round development, and meet their expectation for a better life.

In this globalized world where countries are increasingly interconnected and traditional and non-traditional issues intertwined, the fate and future of all countries are linked up like never before.

China believes that global governance should be carried out by all countries together on the principles of extensive consultation, joint contribution and shared benefits. We need to pull together to meet global challenges of all kinds and make our world an open, inclusive, clean and beautiful place with enduring peace, universal security and common prosperity. 

Countries differ in national conditions and culture. It is desirable that they engage in cooperation and dialogue on the basis of equality and mutual respect. A world of peace and development should embrace civilizations of diverse forms, and accommodate different paths to modernization. One country's success does not mean failure or decline of another country, and the world is big enough to accommodate the common development and progress of all countries. What we need in today's world is equity and justice, not hegemony. We need to pursue dialogue and inclusiveness over confrontation and exclusion, build a new type of international relations based on mutual respect, equity, justice and win-win cooperation. We need to safeguard world peace and security, and promote human rights, especially people's right to development, to create an enabling environment for the development of all countries. 

Humankind is a community with a shared future. True development is development for all and good development is sustainable. We human beings need to live in harmony with nature, by actively responding to climate change, promoting green and low-carbon transition, and building a community of all lives on Earth. China will strive to peak its carbon dioxide emissions before 2030 and achieve carbon neutrality before 2060, and continue to support developing countries in developing green and low-carbon energies.

With COVID-19 still raging unabated, all countries need to step up cooperation in fighting the pandemic to jointly overcome this challenge. In the face of the bumpy and sluggish world economic recovery and the headwinds against economic globalization, countries should also deepen global development partnership and move more quickly to implement the UN 2030 Agenda for Sustainable Development so as to build a global community of development with a shared future.

China will continue to deepen reform, firmly promote high-standard opening up, advance green development, promote high-quality cooperation on Belt and Road, and share our development opportunities with the rest of the world. We will continue to step up communication and coordination with other countries on macroeconomic policies, firmly oppose unilateralism and protectionism, and work with other countries to build an open world economy, and advance globalization in a way that is more open, inclusive, balanced and beneficial to all, so that all humanity will enjoy a better future.
