Premier Wen Jiabao Meets with US President Bush

On November 20, 2005, Premier Wen Jiabao of the State Council met with US President George W. Bush in Diaoyutai State Guesthouse.

Wen pointed out that currently the China-US relationship enjoys a sound momentum of development, bilateral cooperation in such fields as economy and trade, science and technology and culture remains fruitful and bilateral coordination in the traditional and non-traditional security areas including anti-terrorism, nuclear non-proliferation, regional hot spot issues and fight against cross-border crimes gets increasingly closed. China is the biggest developing country while the US is the largest developed country in the world. Both countries are permanent members of the United Nations Security Council and members of other important international organizations. To maintain healthy and stable bilateral relations has direct bearing on peace and prosperity of the entire world. Facts show that common interests between China and the US are increasing instead of decreasing. So long as both sides take a strategic and long-term perspective to look at and handle bilateral relations, respect and take care of each other's concerns and properly solve disputes the constructive and cooperative relations between China and the US will surely go deeper.

Wen said that it is important to understand China and its internal and external policies in order to further develop relations with China. China remains to be an underdeveloped economy with the basic national conditions of a large population and uneven development. China has a long way to go to realize modernization, which requires China to follow the road of peaceful development unswervingly and strive to create a peaceful international environment. It a strategic choice in line with china's development needs, which is not only in the fundamental interest of the Chinese people but also beneficial to all mankind. The decision of reform and opening up is critical to China's fate and we will resolutely implement reforms in various fields including the reform of economic, political, cultural and social governance systems. Our purpose is to build a socialist country with prosperity, democracy and civilization. China's stability and development itself is a major contribution to human progress and world economic development. China's development will threat nobody. The Chinese government will continue pursuing the independent foreign policy of peace, advance the friendly, mutual beneficial and cooperative relations with all the other countries in the world including the US on the basis of the five principles of peaceful coexistence and play a bigger part in international affairs so as to make its due contribution to world peace, security and cooperation.

Talking about bilateral economic and trade relations, Wen noted that the mutually beneficial China-US economic and trade cooperation develops rapidly. It not only brings about tangible benefits to the two peoples but also greatly fuels the economic growth in Asia and Pacific and the world at large. China and the US should further expand and deepen bilateral economic and trade cooperation in the spirit of "development, equality and mutual benefit". Both sides should make best use of the existing consultation and cooperation mechanisms to constantly strengthen dialogue and cooperation in macro economic policies, trade and finance, broaden cooperative areas, explore cooperation in such fields as energy, public health and environmental protection, enhance dialogue and coordination on international economic policies, maintain the global free trade mechanism and properly solve problems in the process of cooperation through equal dialogue and friendly consultation so as to achieve mutual benefit and win-win results.

Bush said that Premier Wen's visit to the US two years ago is very important and he still has a fresh memory of that visit. He agreed with Wen's opinions about bilateral ties and positive suggestions on developing bilateral relations. Bush noted that the US and China hold many common interests and should constantly improve bilateral ties. Both sides are willing to strengthen dialogue in a sincere and friendly attitude to address different opinions and differences. Bush elaborated his views about the bilateral economic and trade relations, noting that he attaches importance to the issue of trade imbalance and suggests both sides make joint efforts and take measures to keep developing bilateral trade. He also pointed out that the US and China have conducted sound cooperation in both international and regional affairs.

Both sides also exchanged opinions on major international issues.

Following the meeting, Wen held a working luncheon for Bush. During the luncheon both sides held in-depth talks and reached many consensuses on the specific measures to reinforce the mutually beneficial cooperation between the two countries.
